NPSS Leads Unprecedented Gathering of Police Experts Meet to Address Ethnic Conflict at Vienna Meeting

VIENNA, Austria – September 14, 2005. At the second Police Experts Meeting (PEM) held by the Strategic Police Matters Unit (SPMU) of the Organization for Security and Cooperation in Europe (OSCE) on September 12 and 13, 2005 here in Vienna, police representatives from many of the 55 member nations (including the USA, Canada, UK, France and Germany) were participating in discussions focused on the investigation of hate crimes across the OSCE region, and showcasing the work done by the NPSS Group

The New Jersey based National Public Safety Strategy Group (NPSSG) is the international implementing agency for the OSCE for their hate crimes training across the OSCE region, and was honored to be asked to assist with coordinating such an  historic meeting of international experts. The Law Enforcement Officers Programme for Combating Hate Crime across the OSCE region (LEOP-CHC) is the product of NPSS Groups effort and collaboration with the OSCE and its participating States.

Members of the NPSS Group international implementation team delivered talks on a broad number of topics. NPSS Group President Paul Goldenberg, a pioneer in hate crimes investigation and prevention, delivered presentations on anti-Semitism investigations and the propagation of hate music across the OSCE region, which is an area in which he has lead major investigations within the United States. NPSS Group Senior Vice President James Brown provided conference participants with an overview of the international training programme that the NPSS group has been delivering on behalf of the member states and the OSCE, most recently in Spain and Hungary.

As a result of the conference, and the work done by the NPSS Group, Ambassadors and international representatives from a host of other nations are now seeking to engage the NPSS Group’s international implementation team to bring this hate crimes training programme to their nation.

The NPSS Group and OSCE are currently in negotiation with a number of countries for the provisioning of this training for national police services across Europe and western Asia.

The National Public Safety Strategy Group is an international dynamic consortium of experts in community safety, national security, government relations and civic affairs. The NPSS Group provides services to governments around the globe, at the national, regional and local level, while assisting the private sector in the provisioning of services and supplies that meet governments’ needs.
