ars in law enforcement with positions ranging from New York State Police Trooper to State Police Captain to Albany County (NY) Undersheriff. Mr. Buchholz
has extensive experience in investigations, administration and field operations. The breadth of his experience extends to training, planning & research, field supervision, internal affairs investigations and team building. Mr. Buchholz is an international law enforcement consultant and successful business owner. Mr. Buchholz currently is an Adjunct Instructor for Capella University and previously has taught in the criminal justice program for Phoenix University.
Mr. Buchholz joined the New York State Police in May 1968 and progressively rose through the ranks to the position of Captain. In December 1992, Mr. Buchholz retired from the State Police upon his appointment as Undersheriff with the Albany County (NY) Sheriff’s Department with the responsibility for rebuilding the Department. In 1993, Mr. Buchholz successfully initiated and implemented a multi-year cooperative program with the Policia Militar de Minas Gerais, (PMMG) Brazil to bring ranking officers to the USA for training. In 1996, he was awarded the Alferes Tiradentes Medal by the Brazilian military Police for outstanding service; one of very few foreigners to ever receive their highest honor.
As the Albany County Undersheriff, Mr. Buchholz was the Second in Command of a 500 member sheriff’s department encompassing the county of Albany NY covering an area of 523 square miles and a population in excess of 300,000 citizens. During his tenure, Mr. Buchholz refocused the vision of the Department from a “Live and Let Live” philosophy into one of the leading law enforcement agencies in the county. He completely overhauled all Departmental General Orders and Procedures to reflect currently accepted police practices, directed the construction and implementation of a sheriff’s department centralized E911dispatch center for all police agencies in the county and was a central figure in the implementation of the E911 ‘Closet Car Concept’ for emergency response by all police departments. Mr. Buchholz implemented a Major Case Unit within the criminal investigation division and implemented and supervised professional standards and departmental inspection programs. Additionally, Mr. Buchholz represented the Department in all contract negotiations with five collective bargaining units, reviewed all grievances recommending appropriate response, reviewed all professional standards investigations and recommended discipline as necessary. Mr. Buchholz had operational control of the law enforcement division and was also responsible for administrative oversight of the fifth largest local correctional facility in New York.
Mr. Buchholz has presented seminars and training programs including the 1998 Konrad Adennauer-Stiftung Foundation Conference, Belo Horizonte, Brazil and the 1999 International Crisis Management Symposium, Belo Horizonte, Brazil.
Mr. Buchholz has a Masters Degree in Public Administration, a Bachelors Degree in Business Administration and an Associates’ Degree in Criminal Justice. He is the Editor in Chief of The Gray Rider, the official publication of the Association of Former New York State Troopers.
Mr. Buchholz is the Managing Partner of Scott-Roberts and Associates, a data research company specializing in employment screening and is a US Navy Vietnam era veteran.
