Dr. Elsie Scott is the President and CEO of the Congressional Black Caucus Foundation (CBCF). Dr. Scott feels that due to the dynamic programs and services it offers, the name Congressional Black Caucus Foundation has become synonymous with leadership education and public policy information that empower black people and other underserved populations. During her tenure, the Congressional Black Caucus Foundation has been reinforced as a force for positive change in the United States and continues to seek new and better ways to support human and civil rights for all citizens.
Law enforcement training policy is fundamental to the career of Dr. Elsie Scott. She has served as a Deputy Commissioner of Training for the New York City Police Department, as Executive Director of the District of Columbia Police Training Standards Board of the Metropolitan Police Department and as Training Director of the Detroit Police Department. She has also served as Executive Director of the National Organization of Black Law Enforcement Executives (NOBLE) and on the Advisory Board of the National Center for Women and Policing (NCWP), an organization dedicated to achieving the gender equity essential to the efficacy of police operations.
Dr. Elsie Scott is a political scientist by training and holds a Ph.D. from Atlanta University, a M.A. from the University of Iowa and a B.A. from Southern University. Her faculty positions at several universities include Howard, Rutgers and North Carolina Central University. She has published articles and monographs on crime in America, bias and hate crime, political involvement, law enforcement training and management, issues relating to African Americans and women, and most recently on race and poverty.
