                                     Dr. Elsie Scott

Dr. Elsie Scott is the President and CEO of the Congressional Black Caucus Foundation (CBCF). During her tenure, the Congressional Black Caucus Foundation has been reinforced as a force for positive change in the United States and continues to seek new and better ways to support human and civil rights for all citizens.

Law enforcement training policy is fundamental to the career of Dr. Elsie Scott. She has also served as Executive Director of the National Organization of Black Law Enforcement Executives (NOBLE) and on the Advisory Board of the National Center for Women and Policing (NCWP), an organization dedicated to achieving the gender equity essential to the efficacy of police operations.
