 NPSS Group Meets with Ukrainian Supreme Court and Ministers of Justice and Interior to Discuss Democratization of
Security and Law Enforcement Services
 
 
KIEV, Ukraine - October 28, 2005 - Today, the Organization for Security and Cooperation in Europe (OSCE) Office of Democratic Institutions and Human Rights (ODIHR) has asked the NPSS Group to continue its efforts with the continued development and implementation of the Law Enforcement Officers Programme for Combating Hate Crimes in the OSCE Region.
 
The next participating State within the OSCE that has requested the opportunity to participate in the continued development of the programme is the Ukraine. 
 
NPSS Group President Paul Goldenberg and Vice President James Brown recently met with senior members of the Ukraine delegation to the OSCE in Vienna. Following a comprehensive overview, the head of the Ukraine delegations assured ODIHR Director Ambassador Christian Strohal, that the Ukraine was committed to participating in the development and delivery of the NPSS programme to their national police service.
 
The government of the Ukraine and the Ukraine National Police are anxious to help contribute to the development of the Law Enforcement Officers Programme for Combating Hate Crimes. They are confident that the Ukraine bring new and unique perspectives to the programme, and that their contribution will help to enhance and grow the programme for the benefit of other participating States across the OSCE that wish to participate in the programme in the future.
 
The NPSS Group is proud and honored to be granted the opportunity to engage with the police, legislators, prosecutors and non-governmental agencies in the Ukraine in furtherance of the principals of the programme, and in order to ensure that the growth and development of the programme meets their needs and includes their input and ideas.
 
Members of the NPSS Group implementation team are expected to be on the ground in Kiev, Ukraine during late November, 2005 to commence the consultation phase of the programme. The programme will be completed with the training programme delivery which is expected sometime in early 2006.
