                                         Richard Kibbey

Mr. Kibbey's 30 years of security experience have given him security insight and experience in all levels and aspects of security management, assessment, guard force operations, and physical security applications.  Mr. Kibbey is certified with the American Society for Industrial Security (ASIS) as a Physical Security Professional (PSP).  His experience includes managing complex security programs that include ship and port security, law enforcement, investigations, antiterrorism, force protection, physical security, and assets protection.  He has experience managing budgets in excess of $10M.  He is an expert in international ship and port security (ISPS), maritime port facility security assessments and security plan development (ISO/PAS 20858), safety of life at sea (SOLAS), risk and vulnerability assessments and assessment methodologies, biosecurity, healthcare security.  He has experience with providing assessments for private businesses and universities as well as federal, state, and county level governments.  
 
In previous positions he served as Ginn Development Company's Corporate Sr. Director of Security Operations and Training where he provided direct leadership and managed 8 property level security directors of 12 luxury gated communities and resorts.  His duties, authority, and responsibilities were regulated by extensive corporate regulations for which he was responsible.  He held a similar position with Akal Security and worked for SAIC as a Senior Security Technology Analyst conducting assessments world wide and writing security, training, exercise, and business continuity plans and programs. 
 
During his military career, he was a program manager assigned to the Pentagon's Joint Staff/J34 responsible for providing integrated antiterrorism assessments and training programs for Department of Defense (DoD).  He was responsible for oversight of all facets of the Joint Staff Integrated Vulnerability Assessments (JSIVA) process and application. 
 
Before going to the Pentagon, he was selected four times to be Commander and Chief of Police of four security forces squadrons totaling 8 years experience as the Chief of Police and Director of Security for these installations.  He was in charge of large law enforcement and investigative sections, oversaw all facets of police and security operations of 4 military installations and the associated military community.  His experience includes base defense, security, and law enforcement activities in the US and Europe.  He designed and implemented innovative base security concepts during the Gulf War (90-93), provided security management of priority A security and law enforcement at KI Sawyer, MI (93-94), base defense, deployment, and contingency planning and training at Ft. Dix, NJ (94-96), and security and law enforcement with US Marshall authority for conducting investigation of incidents on the 724 square mile military reservation at Eglin AFB, FL (96-98).  He worked with the On-site Inspection Agency (OSIA) on the Intermediate Nuclear Force (INF) Treaty, antiterrorism efforts in Europe, and security and law enforcement in a multitude of mid and upper level management positions.  He was a certified quality manager with experience in using investigative skills and facilitating improvements to processes and procedures.  Mr. Kibbey is an excellent speaker and instructor.
