
Much of John’s early government work was within Canada’s largest Community Services Department, where he founded and directed the employment, education and training branch. His work in this field ranged from the “hands-on” case management of some of the nation’s toughest social work cases to policy and procedure design and implementation. John has many years of experience in dealing with people and communities in crisis, both within the nations largest centers and most populated regions, through to the areas of Northern Canada, in which both personal and government resources are scarce.
Throughout his work in government at all levels and through his partnerships with a broad number of other firms and stakeholders, Mr. Howley has led ground-breaking initiatives in social and economic change. His skills and abilities at change management, his capacity to negotiate successful change within organizations and communities, and his abilities to clearly identify needs and requirements has made him a valuable commodity in the change management field. Amongst his achievements is the recent design and implementation of an advanced case management training programme for all employment and income-support staff throughout Canada’s largest province. Mr. Howley was a negotiator of a national Labour Market Development Agreement on behalf of Canada’s newest Territory: the Arctic lands of Nunavut. In this capacity, he worked in environmentally challenging sites, where lack of resources required dynamic response to meet community needs and expectations. In the technology field, John, through his work for the Government of Canada implemented the world’s most successful automated career development system, CHOICES, which has become a standard for post-secondary educational facilities across Canada and abroad.
John is also responsible for the compilation of all requirements related to the curriculum for the OSCE/ODIHR Law Enforcement Officers Hate Crimes Training Programme in the OSCE Region. In this capacity John has had to review and compile “good practices” data from a myriad of sources, and integrate them into a single and cohesive environment that is focused on the needs of the law enforcement learner. John was also responsible for the design of all the consultative phase documents, including the Technical Experts on Data Collection in the OSCE Region, and he was responsible for the chairmanship of the International meeting of Technical Experts on Curriculum Development and Training in the OSCE Region.
